Which side of the screen a question belongs to
Anything about the software itself — whether it appears in the store at all in a given region, which version is offered, when an update arrives, and anything billed inside the store — is decided by the store. The broker holds no record of it and cannot change it, which is why a message about an install rarely produces a useful reply.
Anything about the account is the mirror image. Access, what is available to trade, what the conditions on the account are and what one particular order did are all recorded against the account, and no store can see any of it. A question of that kind loses nothing by being asked from a phone rather than a desk.
The useful habit is a single test before writing: would the answer still be true if the application had been opened on a different device? If yes, the question is about the account. If no, it is about the software, and the store is the addressee.
